I-5 Rose Quarter: I-84 off-ramp to NE Holladay St closed

PORTLAND – I-84 off-ramp to NE Holladay Street near the Oregon Convention Center and Moda Center will close for construction starting tonight.

Beginning Friday, May 15 at 10:00 P.M., the I-84 off-ramp to NE Holladay Street near the Oregon Convention Center and Moda Center will be closed to vehicles for work on foundations for a new I-5 sign structure. The closure will continue 24 hours a day, 7 days a week until Monday, June 8 at 5:00 A.M.

Access from I-84 to I-5 northbound will remain open. Vehicles will be detoured to I-5 Exit 302A to NE Weidler Street.

Other active closures include:

  • 24 hours a day, 7 days a week closure of NE Lloyd Boulevard between NE 1st Avenue and NE Oregon Street will continue into June.
  • Intermittent overnight closures of I-5 southbound right lane between Moda Center and Morrison Bridge nights of May 18-22
  • Intermittent overnight closures of I-5 southbound ramp to I-84 eastbound (Exit 301) nights of May 18-20
  • Intermittent overnight closures of I-5 southbound ramp to Morrison Bridge/OMSI (Exit 300B) nights of May 18-20

About the I-5 Rose Quarter Improvement Project:

We are improving safety and congestion where I-5, I-84 and I-405 converge and reconnecting the Albina neighborhood by constructing a highway cover over a portion of I-5.

From summer 2025 through late 2026, we are constructing new stormwater facilities, repairing the concrete deck in a section of I-5, completing a seismic retrofit, extending an existing merging lane on I-5 southbound, and constructing a new sign structure.
