Good Neighbor Agreements (GNA) are a tool that can be used to facilitate communications between organizations and neighborhood associations. GNAs used to be managed by the City of Portland, but now they are administered individually by neighborhoods. They are generally legally non-binding – but they are excellent tools for establishing mutual expectations and responsibilites between organizations / businesses and neighborhood associations.
