Announcing my Budget Amendment: Morillo 1 Health and Safety Package
This budget season, I am fighting for a public safety approach that addresses food security, offers pro-social opportunities, prevents violence, ensures timely intervention, and sends the right responder to the right call.
My public safety package reallocates $2.5 million in General Funds, originally designated for additional council security, to essential community programs:
- Portland Parks Programs and Free Lunch
- CHAT (Community Health Assess and Treat)
- Portland Street Response (PSR)
- Office of Violence Prevention & Cease Fire
These are more than just programs. They involve community members with real experience – people our neighbors trust to prevent and stop violence every day. They also support safe parks for kids and ensure appropriate responders address lower-acuity medical and behavioral calls.

Here’s how you can take action
Tell all 12 Portland City Councilors and the Mayor:
“Support Councilor Morillo 1 Health and Public Safety Package that redirects funding for additional council security to fund Parks Summer Free Lunch Program, Community Health Asses and Treat, Portland Street Response, and the Office of Violence Prevention & Cease Fire.”
How this amendment is funded
City Elected officials currently have the option for security assessments at their homes, and events, as well as security escort and travel support, based on need or credible threats. While these services are necessary during certain situations, armed security is not always required at all council events. This amendment reallocates $2.5 million from the Mayor’s proposed budget for additional council security, specifically funds that exceeded last year’s budget, to the following community programs:
- Parks – Summer Free for All Lunch Program ($211,000)
- Portland Street Response ($659,274) 4FTE
- Community Health Assess and Treat ($500,000) 3FTE
- Office of Violence Prevention and Ceasefire ($1,143,726)

Pause the elimination of 46 city frontline positions
The city proposes cutting 46 non-manager frontline positions as part of a citywide “core realignment.” We need the Administration to pause, listen to workers, and use $3.25M from the existing $8.4M Business License Tax reserve to protect these jobs for one year while they get it right.

Why this amendment is being proposed:
- These are frontline workers, not managers. They keep city services running every day.
- Eliminating these jobs without proper review risks failures in internal systems across city bureaus.
- Allocating $3.25M of the $8.4M Business License Tax operating reserve will fully fund a one-year pause on eliminating core frontline staff
- City leaders have not listened enough to workers before making these decisions.
What this amendment will do:
- Support the Core Services Realignment Pause, a decision package that gives a one-year pause on eliminating 46 frontline FTE positions.
- Use $3.25M of the Business License Tax operating reserve to fund the pause.
- Commit to a worker-centered review process. Leadership should consult employees before eliminating positions critical to city operations.
