Public Comment Period is Open for the RFS Administrative Rules

The Bureau of Planning and Sustainability (BPS) invites public comment on proposed administrative rule changes for the Renewable Fuel Standard (PCC 16.60, Motor Vehicle Fuels). This public comment period is open through 11:59 P.M. on Tuesday, March 3, 2026.

Since permanent rules were adopted on August 23, 2024, BPS has received input from covered entities on a variety of implementation challenges. This public comment period seeks input on proposed changes that BPS recommends in response to that feedback.

This rulemaking resolves issues raised by regulated parties, removes outdated content (i.e., 2024 deadlines), adds a new proposed penalty schedule, changes authority to City Administrator, and makes formatting changes for consistency with other City of Portland Administrative Rules.
